The department is responsible for sustainable development and management of the built environment by creating an enabling environment in order realize the municipality’s vision of creating “A People-Centred City of Economic Possibilities by 2047”. It consists of the following Business Units:

• Local Economic Development Unit
• Building Control Unit
• Spatial Planning and Human Settlement Unit
• IDP/OPMS Unit
